For the question to be precise it should state, that we do not want those handlers to be attached to any other service. Otherwise three answers might be considered correct. If we rephrase it to:

"We want to attach handlers only to a WebService with a serviceName of "RunningService". What is the correct way to configure that requirement in the file indicated by the @HandlerChain(file="handler-chain.xml") annotation."

it will be clear, that only one answer is correct.
