could anyone explain why 'web-inf' (not 'WEB-INF') is not a correct option? Theoretically it should work on case sensitive file systems

The specification has made it clear that the name should be WEB-INF, so even though web-inf might work on case insensitive file systems, web-inf is not as per specification.
Also, you don't know where your webapp will be deployed. So you must stick to the specification to make sure it works irrespective of the target server type.
