The first answer takes part of the second answer.

Why is wrong answer number 1?
Isn't the same as the correct answer?
The question is 'How would be define it in the tag library descriptor?', so it is supposed to be in TLD and both answers are in TLD 1 and 4, doesn't it?

I agree with you I am not seeing any difference between 1 and 4 indeed on option 1 it is explicitly mentioned "to be in TLD"

Option 1 also contains the statement, "Map fractal to plainFractal in web.xml". How will you do that?
