The problem in this question and in another question (enthuware.ocpjp.v7.2.1158) is that it's not clear if the auto-commit has been set to true or false.
In the exam, how can I certify me of this?

It really depends on the question. In this particular question, all the code right from acquiring the connection and using it is given in the problem statement and it does not show that auto-commit setting was changed. Therefore, as the explanation says, if auto-commit is not set to false explicitly, it is true. There is nothing to assume here because the code is very clear.
In 2.1158, complete code is not shown, so you cannot assume whether auto-commit has been changed or not. You have to select the answer based on either situation as explained in detail in the explanation.
