I am confused with these two quotes:
Access to an EJB through the local client view is only required to be supported for local clients packaged within the same application as the EJB that provides the local client view.
Does the "same application" means the same .ear file ?

In session 20.4.3 ,
The local client view of the EJB component defined within a .war file is only required to be accessible to components within the same .war file.Applications needing access to the local client view of an EJB from a different module in the same application should use an ejb-jar file to....
Does it mean if I have a .jar and .war in the same .ear, the local view of the EJB in the .war cannot be accessed by the component in the .jar ?

1. It could be any application but a container is not required to allow local access to a bean in one application from another for example, a bean in ear may not be accessible from war.
2. The specification says the container is only "required to" make the bean accessible to other beans in the same app. Some container may allow access from other apps. But for portability, of course, you should rely on that.
