How can one get an updated version of the Questions database file?

You can download the same file again from the downloads page:
http://enthuware.com/index.php/helpdesk/alldownloads
It has been updated.
Once the version numbers are updated on the server, ETS Viewer will automatically notify you of the availability of the new version of the question bank. This usually happens the same day for critical/important changes.

If I use the new question bank, will the statistics that have been gathered so far be reset? (I would not like to lose them).

No, the statistics are saved separately in your workfolder.
