If one don't know answer and think logically - "None of the above." can never be checked, because we need 3 answers, if i choose "None of the above." - i can't choose 2 other. So its redundant.

That's true. However, sometimes users prefer to not see the number of correct options (the simulator allows you to configure this) and in that case it makes sense.

In option 4, we don't know if the form has a method attribute. Like the explanation says, the default method attribute is Get.
So, I think option 4 may be one of the answers.

No, option 4 says "any form". As you said, we don't know if the method attribute is set to GET or POST. So how can it be any form? If the method is POST, then that will not generate a GET request. Option 3 specifically says, "a FORM that does not have the method attribute." that is why it is correct.
